Simply put: No.
This is a system that people would've been running around seven years ago... The base unit of RAM sucks, you'd have to upgrade for another $150, and it doesn't look like the processor's quite up to snuff, either... In all honesty, this is outdated by every standard, and you could get something for an equal value that's better.
The official thread killer.

If you are trying to keep the price low and don't want to build it yourself - you might try Dell Outlet. I've bought several reasonably low priced PCs there that performed extremely well. Here's and example:
